Outgoing President Edgar Lungu in May this year ordered Secretary to the Treasury Fredson Yamba to abuse and transfer a total of US10 million for the PF campaign material to China, the money which was meant for Defence and Security Forces, such as Zambia Army, Zambia Air Force, Zambia National Service, Zambia Police operations as well as part of the funding to the civil servants, and students.The money was drawn from the Ministry of Finance into the Office of the President (OP) special account which is not normally audited, into Chinese accounts belonging to Nanchang Redrock Import and Export Co. Ltd, account number 191700932952, Bank of China, Swift Code BKCHCNBJ550 and transaction number 22254, PC33002.
According to the heap of documents of about 400 pages seen and in possession of the Zambian Watchdog, other Zambian taxpayers money were remitted into Chinese Bank of Communications, Off Shore Banking Unit account number OSA82753293105214, swift code COMMCN3XOBU for Company name Shiyang (HK) International Industry Development Ltd of address RM 2309 23/F, HO King Comm CTR, 2-16 Fayuen St, Mongkok, Telephone 0086-18915321752.
According to the bill of lading, all the expensive PF campaign materials were brought into the country without paying any taxes and applicable duties despite Lungu as his government now pursuing the Post newspaper for none payment of taxes.
According to some invoices issued by Cainfield Ltd, Room 705B, Haojing Commercial Building, Huayuan St, to Legacy Media Ltd, Farm 169A, Mungwi Rd, Lusaka West, P.O. Box 35774 Lusaka 10101 Zambia to Mr. Davis Chama- Secretary General PF Mobile number 0977872616, the materials bought from the defence and civil service allocation included printed T-shirts, printed fabrics of scarf, printed aprons, and others.
